In a move to ensure fire prevention, life safety, fire-safe design for buildings and to deal with the potential panic hazard associated therewith, the Delhi Government has directed the fire department to inspect buildings having five or more floors.
Under NBFC (National Building Fire Code), Fire Department, when requested by building owner, occupant or directed by authorities, undertakes the necessary audit and point out the existing lapses like hose-reels, hydrant, water system, dysfunctional alarm system lack of ventilation, etc. Fire Department issues notices to building owners or occupants for failure to comply with fire-safety norms. The Fire department has all the powers to direct water and electricity cut if the building comes under NBFC to mandatory have fire-fighting mechanism, it fails to comply then can exercise its power to seal the building from further use.
NOC from the Fire Department
The no-objection certificate is issued by the Fire department after verifying and auditing the building’s fire resistance and fire safety mechanism which should be at par with the fire safety standards and guidelines as stated by The Bureau of Indian Standards(BIS) and concerned state government respectively. After complete inspection when the fire department finds the safety mechanism meets the required standards, it issues the NOC (Non-Objection Certificate) for the commercial/residential building of the applicant.
The Fire Department NOC is issued by the respective states’ fire service department which verifies and checks the building fire resistance or that the building can observe any fire-related accidents.
NOC is Mandatory for whom?
High-rise buildings having a height of more than 15 meters or multi-story buildings are required to obtain Fire NOC from Fire Service Department of their state.
Apart from this, according to NBFC Part 4, buildings of the following categories are under obligation to observe fire and safety measures.
• Residential occupancy with part commercial usage (irrespective of height).
• Educational Buildings (Schools, University, Colleges, etc.).
• Assembly Buildings (Cinema Halls, Ceremonial Houses, etc).
• Business Buildings having offices.
• Institutional Buildings ( hospital, nursing home, etc).
• Mercantile Buildings (shops, warehouse, etc).
• Industrial Buildings.
• Hazardous Buildings.
Is Fire NOC mandatory for new buildings (under construction) only or existing buildings also required to obtain NOC?
Irrespective of types, nature, occupancy, proposed or existing building, Observation of fire and life safety measures are mandatory for all buildings falling under the categories stated in NBC part 4.
What if your Building falls under the purview of NBFC Part 4?
Contact FPCS( Fire Prevention and Consultancy Service), making a request to evaluate your building. Fire management department will survey and evaluate your premises and will suggest you with the necessary fire prevention and life safety measures to comply with. Alternatively, you can take guidance from the fire prevention wing of your fire brigade headquarters.
After evaluating the fire and life safety measures, the fire department recommends you to install certain fire and life safety mechanism and issues you a Provisional NOC.
Provisional NOC is a kind of temporary fire safety certificate, subject to your compliance with the recommendation made to you. Hence Provisional NOC has validity for a certain period of time in which you need to prepare to comply with the recommendations
After complying with the recommendations of fire and life safety installation you need to apply the fire prevention wing to inspect the implementations. After making an inspection in physical for all the safety measures and installation, they will test and certify that they are in tune with the recommendations and all installations are functioning in satisfactory condition.
On finding the installations working in satisfactory conditions, and necessary compliance with respect to all the recommendations, Fire Department Issues Final NOC for occupancy which has the validity of 1 year from the date of issue. It must be renewed every year by applying to the Fire Service Department
How much time does FDS take to issues NOC?
If all required information is submitted accurately as per guidelines, The NOC will be issued within 4 weeks from the date of receipt.
Documents Required For NOC
• 2 sets of Building plans to consist of building layout, analysis report, the form of supervision.
• The building plan must be in accordance with the information prescribed by the bye-laws of the state.
• Checklist with filled in a questionnaire.
• Building Model.
• Certified checklist by Architect.
• Building Stability certificate.
• Applicant’s id card- a copy of Aadhar Card.
• Photograph of the established building clicked from outside.
• Quantity and completion certificate of Electric wiring. Must be issued from a recognized authority.
Fire safety, timely safety measures, and precautions are few of the important factors which are concerning everyone these days. As with the growing incidents of break of fire in office buildings, hospitals, coaching centers, the Fire Department is under the direction of government to make the necessary audit of all buildings falling under the category of NBFC Part 4 and sealing them from further use till the compliance is done as per recommendations. Hence, In order to avoid any undesirable happenings or danger to life due to sudden break of fire, it is need of the hour for all users to strictly comply with provisions and procedures of fire safety measures not only in papers but practically too.
